It is reported that the "Opinions" clearly stated that drivers who drive a motor vehicle while drunk, drive a commercial motor vehicle after drinking, or drive a motor vehicle after drinking again after being punished for driving a motor vehicle after drinking will be included in the "blacklist", and the personal information and reasons will be disclosed to the national credit information sharing platform and released to the public by the "Credit China" website.
In addition, the "blacklist" subjects in the field of road traffic safety also include: persons and legal persons who have their driving license or motor vehicle registration revoked by the public security and traffic control department after using improper means such as deception and bribery to obtain a motor vehicle driving license or motor vehicle registration; persons and legal persons who forge, alter or use forged or altered motor vehicle license plates; drivers who use drugs to drive motor vehicles; drivers who bear full or major responsibility for traffic accidents in which people die, etc.
At the same time, the "Opinions" stipulate that express delivery business entities infringe on the security of personal information. If an enterprise operating express delivery business commits any of the following acts, it will be included in the "blacklist" in accordance with prescribed procedures:
1) Collect and use personal information in violation of laws and administrative regulations and agreements;
2) Leak, tamper with, or damage the personal information collected;
3) Provide personal information to others without the consent of the person being collected.
